Are Sunnis second class citizens in the 'free' Iraq?

Shia Iraqis get to go around on the streets of Baghdad and there are no cars anywhere. The government says it's for safety concerns, and there probably is a concern for there safety, but the question must be asked, do the Sunnis of Iraq receive special treatment in any way?

Well, when it comes to executions, then yes. But, probably not in the way they'd like.

"On December 30, 2006, Maliki signed the death warrant of Saddam Hussein and declined a stay of execution, saying there would be “no review or delay” in the event. Citing the wishes of relatives of Hussein's victims, he said, “Our respect for human rights requires us to execute him.” Hussein's execution was carried out on December 30, 2006 (notably, the first Sunni day of the feast of Eid ul-Adha)."
