http://www.washingtonpost.com/wp-dyn/content/article/2007/10/01/AR2007100101235.html?nav=hcmodule ("shall continue" should be said in a texan drawl, reminiscent of LBJ and his committment to continue the Vietnam war, in one form or another)
We know that most Americans...majority of whom are working people, the kind of people who filling up the ranks on the ground in Iraq... they want the war to end, and they want it to end very quickly.
The simple truth is that Congress will not end the funding (which would not even take a majority vote, all they would need to do is block the funding bill) because congress does not represent the wishes of the majority of the american people, and certainly not any ideological commitment to the ideals of peace (with the wonderful exception of a a few dozen members).
Congress votes the way major Party funders would want them to vote. The kind that give million dollar checks to the party have infinite more sway than even thousands of the folks who give $50 checks.
That is why it is up to us to force congress to do its job... and not wait for "the leadership".
A protest at every congressional office that has not committed to ending funding is one way to approach this. there are many actions we can take.
Merely waiting for congress to act on its own, out of their "wisdom" is NOT an option.
