Can my Wife's work place deny her vacation?

Can my Wife's work place deny her vacation?
A little on the facts:


We live in Pa.

She works in mental health field. Mentally Challenged individuals

The work place told her that because they are so short staffed that they are only letting 2 individuals per day have vacation.

2. Absent a contract stating otherwise, they can do what they want.
I'm more familiar with WI's laws...but I can't think of any state that requires workers to be given vacation at all. Employers can generally regulate who can take vacation when (just so long as they're not choosing who will be allowed to take vacation on a discriminatory basis -- first come/first serve is fine, as is seniority, as are emergencies, generally).

3. Even CA, which has fairly liberal laws .............
benefitting employees from a wage/hour standpoint makes vacation a contractual thing. Once you've earned it, it cannot be taken away, but when you can take it is pretty much management discretion, and it's hard to prove abuse of that discretion.
