Bush went from lying to Congress to lying about Congress
Lying about Congress

Lying about Congress:

THE PRESIDENT: Good morning. We're now more than halfway through October, and the new leaders in Congress have had more than nine months to get things done for the American people. Unfortunately, they haven't managed to pass many important bills. Now the clock is winding down and in some key areas Congress is just getting started.

LIE!

Given the following partial list of legislation, I'm sure Bush chose to ignore them:

Public Law 110-34: Preserving United States Attorney Independence Act of 2007.

Public Law 110-53: Implementing Recommendations of the 9/11 Commission Act of 2007.

Public Law 110-69: America COMPETES Act'' or the ``America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act

Public Law 110-81: Honest Leadership and Open Government Act of 2007.

S.5 : A bill to amend the Public Health Service Act to provide for human embryonic stem cell research.
Latest Major Action: 6/20/2007 Vetoed by President.

As sent to the President, H.R. 976 is the Children's Health Insurance Program Reauthorization Act of 2007.
Latest Major Action: 10/3/2007 Vetoed by President.

Memory issues or pathological liar?

2. Another bill passed by the Senate, but it's being
blocked by the Roadblock Republicans in Congress:

In August, the Senate unanimously passed their bipartisan disaster relief bill (S. 163). However, Republicans in the Senate are blocking the bill from moving to the President’s desk by refusing to appoint members to a conference committee to negotiate differences with a disaster assistance bill passed by the House of Representatives.
