How to solve a vast majority of our problems, and answer many of our most important questions
Download as many hours of C-SPAN footage as you can, and collect the bits where the congress-critters are milling about on the floor between votes.

Then, develop the computer software necessary to pick-out individual conversations from the background noise.

Such tools may already be out there.
