As a professional, I'd say there's definitely 2 or 3 drinks in him.

I speak professionally as an escapee from an alcoholic marriage.

He always slurs his words, most likely due to central nervous system damage from his many years of heavy drinking. You can't drink as heavily as he did for as long as he did without causing damage. Since the damage appears to be worsening, one might safely assume his drinking never stopped completely.

We know he was blotto at the 2006 G-8, for instance. He appears to be nearly as inebriated this time, but I'm sure they're keeping him on a shorter leash than that. My guess is that he's on medication to control his neurological symptoms and they overshot the dose this morning.

The only way I can explain shrubs and their ilk getting elected is that good citizens have, for some time now, been going to the polls drunk.

Really, I mean we won't let people operate motor vehicles drunk. We do our best to keep them from behind the wheel. Why should we let voters exercise the franchise when they're blithered? I say we'd have much better representation if voters had to blow into a breathalyzer before pulling the lever or whatever you do in your jurisdiction to elect Team Bozo. This is a potent argument against voting by mail, by the way. Drunk voting = The Shrub and similar reprobates gaining office.
