City officials are working with PayPal, a money-transfer Web site, to raise cash via text-message and online giving. Costs of the Carnival celebration, which concludes Tuesday, include $4 million to $5 million for police overtime, trash pickup on parade routes and other public expenses.

The Text to Give program is to retroactively pay for the costs; it began Feb. 8 and is set to run for a year. The initial goal is to raise $1 million.

2. I don't think the parades are a good idea this year either

last year I thought it was a little insulting. I flew in for a coronation, and think those and other events with the krewes should have occurred but not the parades.

10. for one, residents of the city who had yet to have the bodies of their
relatives found. Actually that one was enough for me. But hey we "had to show New Orleans was open and still fun," just ignore half the electricity isn't on yet and they are still finding people. I just thought it could have waited till this year, I'm still not convinced it's time yet, but maybe.

Like I said, I've never been so I was curious.

The only people I know from New Orleans were in favor of it. They said it was a matter getting much needed money flowing back into the city. They also saw it as a way to honor their dead, by not letting their beloved city die with them.

Thanks for your view about the other side of it.

5. This is a good idea!
For one thing, I think this would be good for New Orleans. I would love to see the people return and retain the culture.
