I misjudged the Gulf Coast situation
But come on, now, I was on vacation
I watched water rise high from my plane in the sky
That didn’t impress folks, Fox “News” told me why:

but even my aging eyes can see pixels around the "eyes." I am guessing it is Photoshopped. I like it anyway.

Remember the old commercial, "It's not nice to fool Mother Nature" ?

Still, as you said, nice pic anyway (and if it's photoshopped, nice idea!)

...that can happen for many reasons: the camera is low-res, or the software used to make the picture small enough to post online was set to do maximum compression. The artifacts will tend to show up right where there is strong contrast, such as between the wings and the sky in this picture.

So my vote is that it's a real pic.
