Senate holds another quickie session to frustrate Bush

WASHINGTON (CNN) — With the nation’s attention focused on Thanksgiving leftovers and bargain shopping, the Senate held another brief but significant session on Friday as part of a continuing effort to prevent President Bush from making unconfirmed “recess” appointments.

Sen. Byron Dorgan of North Dakota took on the task of gaveling the Senate in and out of session; the formalities lasted approximately 28 seconds and no other senators were present. Dorgan followed Sen. Jim Webb of Virginia, who presided over a similarly brief meeting on Tuesday. By not going into recess, Democrats can prevent President Bush from filling federal government posts without going through the confirmation process. Dorgan’s holiday plans were not disrupted; he told CNN he was happy to preside, as he had already planned to be on Capitol Hill on Friday for an appropriations meeting.

3. Ok, a question I have is how would that stop Bush if he wanted to appoint...
someone anyway? He hasn't given a crap about Congress for along time now, so whats to stop him from just appointing anyone he wants when he wants?

7.  If the Senate is in session the President can not do a recess appointment
.... in other words any person the President picked needs hearings and
if bush has a "stinker" than he would try to get 'em through w/ out
hearings i.e. John Bolton

9. Yep, thats where I was going with this.... He has ignored supeanes...
and basically thumbed his nose at Congress... So it begs the question of why should he care about that piece of paper?

10. Honestly, as bad as the Supremes are, they still want a good, tight argument made >
> before they trample on the spirit of the Constitution. I can only guess that Bush's Soliciter General hasn't come up with one for abandoning current recess appointment & related rules.

would touch the recess appointment rules...goes all the way back to-->

"President George Washington appointed South Carolina judge John Rutledge as Chief Justice of the United States during a congressional recess in 1795".

28. Last time, they didn't need to
For the most recent recess, Reid and Bush made an agreement that Bush wouldn't do any recess appointments. Bush wouldn't make the same promise this time, so Reid had to engineer these pro forma sessions.

23. Probably doesn't need to be said here, but this isn't about "frustrating Bush"
It's about saving our country from a madman.

Bush's frustration would just be a nice side-effect, but I bet his only real frustration this holiday season is trying to sneak swigs of Jack Daniels without Laura catching him.

I would have thought they would make the freshman senators nearby do it. After Webb, it could have been Cardin from Maryland. Who else is nearby? Casey from PA maybe.
