How it works
You don't finish the tour your bonus covers, you don't get the remainder and you must pay back any that was advanced above actual enlistment time served.
For example:
10k for 10 years...or 1k a year..except
You get 5k up front and then 500 a year spread out over 10 years.
So the first year you get 5500
the second year amounts to 6k total..so on and so forth
Say you served 4 years and was injured so badly you had to get out
5000 plus 500 X 4 = 7000
but 4 X 1000 only equals 4k...but you were paid 7k...so now the DOD says you owe them 3K back because you were paid for 7 years but only served 4 years.
That said..Congress does - indeed - have that power

Now, it's not their fault unless they elect to do nothing about it...because they can do something about it...it's within their Congressional powers.
Course, I have a lot of problems with anyone like Beck blaming anyone for any problems the troops are having... anyone that supports Bush and his policies - that bemoans the treatment of the troops in a war based on lies - is worthy of contempt...if government actually supported the troops, they wouldn't be in Iraq in the first place.
So Beck - and others - can go fuck himself/themselves.
