APWASHINGTON - Democrats are coming President Bush's way in a tussle over domestic spending after months of budget gridlock. Any deal, however, may hinge on their willingness to provide additional money for the Iraq war.
As Congress returns this week, tensions over war spending overshadow moves by Democrats to scale back plans to add billions of dollars to operating budgets for federal agencies and programs.
Democrats reluctantly are giving up long-sought increases for education, homeland security, grants to state and local governments, health and energy research and many other programs. Some lawmakers worry they might have to surrender altogether as the price for getting Bush to agree on a budget for keeping the government running through next September.
In a different environment, the Democrats' steps might have led to efforts to make a deal with the White House and Republican colleagues on Capitol Hill.
