6. Threat = intent to attack + opportunity to attack
America should fight on both fronts, reducing the sense that they need it (intent) and making sure through balanced international processes that the capacity to enrich isn't present. (opportunity) Knowledge certainly is power in some fields, but with most engineering endeavors its knowledge + a lot of fucking money + a lot of fukcing people + a lot of fucking time = power. And I think this is one of those.
