Ever seen the newbie or the desperate loser at the end of a game of poker who says "What have YOU got?" that pretty much is Bush. He has been outplayed at every turn (or he is either the newbie who has no idea how to play), with a bad turn of cards of course too, who wants to change the rules.

As was described a few months ago during all the surge runup here he is playing on house money on credit from his name-he can't get up from the table or he has to settle up and there is no way he can afford that.

They've been claiming it's only for civilian use for a couple of years now. The NIE appears to support that. They aren't going to admit to more no matter what the truth is.

that fact (like the NIE report) is actually news to just about anyone I talk to about this.

Though it has never been stated the implication that they had to be violating the rules is well ingrained.
