GHW Bush signed an agreement with virtually every country in western hemisphere

It was a defense thing, I can't recall what it was called but it basically said if any Democratic country in Western Hemisphere (North, Central and South America) were to come under attack of any sort the USA would come to their aid/defense. Haiti came under attack and the USA not only did not come to their aid, and they were a signatory to it, but the USA actually aided in the overthrow. Ever since then basically every country in Central and South America has turned against the USA and leaned Socialistic. Does anyone believe that is just coincidence. I am not sure whether it would be a Treaty or not but we most definitely broke our word if not our Laws..Has any Democrat bothered to mention it?
