1. Why do we and the Media call him Osama and the military and intelligence agencies
call him Usama. Intelligence Agencies refer to him as UBL in all their correspondence..

And consensus was never reached on the issue early enough.

Neither does the Cyrillic, Hindi (any dialect), Persian/Dari, or Chinese (any dialect) etc...

The Japanese alphabets tend to. Because the language is syllabic and all the syllables are discernible into Latin.
