Q: Why is Grover Cleveland both the 22nd and 24th Presidents?

Q: Why is Grover Cleveland both the 22nd and 24th Presidents?
I know Grover Cleveland served two nonconsecutive terms. But that doesn't mean he was two separate presidents. Either way he was the 22nd person to serve as President of the United States; if we're counting his two terms as separate presidencies, then why don't give every two-term president another ranking?

Bush is really the 42nd president, Clinton the 41st.

An incumbent president who is reelected doesn't need a separate ranking, it wouldn't really be necessary.

When they say 43. Bet them whatever that they can not name all 43 people who have been president.
