I mean , my goodness, this guy has really screwed up the country.

I would look forward to telling him what I think of him as an individual.

Any legal, non threatening way to speak to him?

In England, Blair is subject to questions in the House of Lords on a regular basis.

Does the Senate have that opportunity?

1. I'm not sure he has ever been held accountable for anything in his whole life
by anyone.

2. Once. And it made news. At the public forum, that man that stood tall and questioned him.
I can't think of the guy's name but he looked like a friggin Norman Rockwell painting.

Stephen Colbert's "roast" at the WH Correspondent's Dinner (2005?) was also pretty good.

3. Well the thought of confronting him in pubic
is just beyond gross. So no, I am not volunteering.

6. Back before 9/11, a guy who met Bush told him he disagreed with him
and, according to the guy, Bush said "Who cares what you think?" as he smiled and shook his hand.

9. Somebody in Aspen, CO told off Cheney.
He went up to Darth Cheney, calmly said "I think your policies in Iraq are reprehensible." and promptly got arrested for "assault" by the Schutzstaffel Secret Service.
