Does political change follow social change, or vice versa?

Does political change follow social change, or vice versa?
I've always thought that political changes are a product of social change. What do you think?

8. Well
"The" Movements (insiders) think they Created them! But others (outsiders)think they (Leader) did...so depends who you ask.

Myself - Think it takes Both, a strong leader (s) and A strong movement - to make a impact / changes / etc... Leader is needed at least for a while - then Movement will follow the Lead (at least for a while) then ether Die! (wither or move on) or Survive? (for a while) on there own...

I Believe your mostly right - But

Sometimes - I think the Opposite is true too...

If Lead by a Person (s) that have Great Vision - Say Like MLK or Gandhi or Are four Fathers (etc) - then sometimes People need a push!

5. It can go either way
The constant is power. If power is being applied from the social(civil rights and suffragettes), then changes can be made in the political. If the power is being applied from the political(RW Fundies or MIC), it can change the social.

Our problem is that we have no power to in either. Big mistake on our part.

Representatives rarely get elected unless they are incumbents who are voted for out of habit (no change at all) or capitalizing on a social movement.

Social change can follow political change in the case of a dictatorship, where people are forced to conform.

7. Social Change.
Politics can attempt to manipulate, encourage or otherwise manufacture that change, but that change needs to occur before the true political change can take place.

For example, society had to first be open to the idea of having their freedoms and liberties robbed from them following 9/11, prior to everything else the administration's done since being able to take place.
