BATTLE CREEK -- Kalamazoo City Commissioner Stephanie Moore was repeatedly asked to leave Battle Creek Central High School on Dec. 27 when she and officers had a "heated" verbal exchange over the arrest of a 19-year-old African-American man, reports released Monday by Battle Creek police show.

But none of the reports, including statements by civilian witnesses, indicate Moore was told that night that she would be charged with resisting and obstructing police officers.

Battle Creek police pressed charges against Moore two weeks later in a move that Moore said caught her by surprise and has alleged is in retaliation for a complaint she filed immediately after the incident.

The police reports indicate that Battle Creek police officers, on security detail for a high school basketball tournament, threatened several times to arrest Moore at the scene if she did not back away from officers taking the 19-year-old into custody and leave school property.
