1. I think one of the reasons is we don't know what's going to happen.
I've heard two different scenarios. Petraeus was interviewed on CNN last weekend and said they might draw down troops to pre-surge numbers. Then the dim one last night said thousands of Marines are to get orders to Afghanistan. So I don't know what to believe.
And welcome to DU!

2. Perhaps the lack of subject lines informative of the actual topic
holds us back.

4. U.S. troop reductions in Iraq may slow

WASHINGTON - The Bush administration is sending strong signals that U.S. troop reductions in Iraq will slow or stop altogether this summer, a move that would jeopardize hopes of relieving strain on the Army and Marine Corps and revive debate over an open-ended U.S. commitment in Iraq.

5. Worst possible set of outcomes.
Why isn't there an OP about this?

6. Yet several states are working on legislation to bring their Guard troops back home...

and several more are looking at that legislation as a model for their own.

On edit:

Sorry, I should have mentioned the reasoning is that the Congressional mandate to use National Guard reservists is expiring. If this passes in more than a few states, the neocons will be forced to consider a draft.
