Rice Says Bush Will Ignore Congress

WASHINGTON (AP) - Secretary of State Rice suggested Sunday that President Bush would not follow any legislation passed by Congress to withdraw American troops from Iraq. Such efforts are "the worst of micromanagement of military affairs," she said.

"The president is going to, as commander in chief, need to do what the country needs done," Ms. Rice said, when asked in a broadcast interview whether Bush would feel bound by proposals that would call for combat troops to begin withdrawing within 120 days.

She noted that General David Petraeus, the new American commander in Iraq, has supported the president's troop increase. "I can't imagine a circumstance in which it's a good thing that their flexibility is constrained by people sitting here in Washington, sitting in the Congress," the secretary of state said.

Ms. Rice said it is impossible to distinguish what is going in Iraq from the larger fight against Al Qaeda. "Some of these car bombs may indeed be the work of an organization like Al Qaeda," she said of the violence that continues to rock Baghdad.
