Terror and Public Opinion
If you are a student of covert operations, or rather, publicly available information about covert operations, then you should know about the research of Swiss historian, Daniele Ganser.

If you happen to reside in a Democratic Republic that has a significant intelligence structure with tendrils that span the globe, then you should know about the research of Ganser as well. This is valuable information to ponder for a nascent Democratic Congress with legislative power.

His research revolves around secret networks of military and intelligence agents colluding with politicians in various countries in Western Europe during the Cold War;

As the Cold War ended, following juridical investigations into mysterious acts of terrorism in Italy, Italian Prime Minister Giulio Andreotti was forced to confirm in August 1990 that a secret army existed in Italy and other countries across Western Europe that were part of the North Atlantic Treaty Organization (NATO). Coordinated by the unorthodox warfare section of NATO, the secret army had been set up by the US secret service Central Intelligence Agency (CIA) and the British Secret Intelligence Service (MI6 or SIS) after the end of the Second World War to fight Communism in Western Europe. The clandestine network, which after the revelations of the Italian Prime Minister was researched by judges, parliamentarians, academics and investigative journalists across Europe, is now understood to have been code-named 'Gladio' (the sword) in Italy, while in other countries the network operated under different names including 'Absalon' in Denmark, 'ROC' in Norway and 'SDRA8' in Belgium. In each country the military secret service operated the anti-Communist army within the state in close collaboration with the CIA or the MI6 unknown to parliaments and populations. In each country, leading members of the executive, including Prime Ministers, Presidents, Interior Ministers and Defence Ministers, were involved in the conspiracy, while the 'Allied Clandestine Committee' (ACC), sometimes also euphemistically called the 'Allied Co-ordination Committee' and the 'Clandestine Planning Committee' (CPC), less conspicuously at times also called 'Coordination and Planning Committee' of NATO's Supreme Headquarters Allied Powers Europe (SHAPE), coordinated the networks on the international level. The last confirmed secret meeting of ACC with representatives of European secret services took place on October 24, 1990 in Brussels.

As the details of the operation emerged, the press concluded that the 'story seems straight from the pages of a political thriller'. The secret armies were equipped by the CIA and the MI6 with machine guns, explosives, munitions and high-tech communication equipment hidden in arms caches in forests, meadows and underground bunkers across Western Europe. Leading officers of the secret network trained together with the US Green Berets Special Forces in the United States of America and the British SAS Special Forces in England. Recruited among strictly anti-Communist segments of the society the secret Gladio soldiers included moderate conservatives as well as right-wing extremists such as notorious right-wing terrorists Stefano delle Chiale and Yves Guerain Serac. In its strategic design the secret army was a direct copy of the British Special Operations Executive (SOE), which during the Second World War had pararachuted into enemy-held territory and fought a secret war behind enemy lines.

In case of a Soviet invasion of Western Europe the secret Gladio soldiers under NATO command would have formed a so-called stay-behind network operating behind enemy lines, strengthening and setting up local resistance movements in enemy-held territory, evacuating shot-down pilots and sabotaging the supply lines and production centres of the occupation forces with explosives. Yet the Soviet invasion never came. The real and present danger in the eyes of the secret war strategists in Washington and London were the at-times numerically strong Communist parties in the democracies of Western Europe. Hence the network in the total absence of a Soviet invasion took up arms in numerous countries and fought a secret war against the political forces of the left. The secret armies, as the secondary sources now available suggest, were involved in a whole series of terrorist operations and human rights violations that they wrongly blamed on the Communists in order to discredit the left at the polls. The operations always aimed at spreading maximum fear among the population and ranged from bomb massacres in trains and market squares (Italy), the use of systematic torture of opponents of the regime (Turkey), the support for right-wing coup d'etats (Greece and Turkey), to the smashing of opposition groups (Portugal and Spain). As the secret armies were discovered, NATO as well as the governments of the United States and Great Britain refused to take a stand on what by then was alleged by the press to be 'the best-kept, and most damaging, political-military secret since World War II'. Following the popularity of the paperback edition of Ganser's book "NATO's Secret Armies" among researchers in 2005, the State Dept. dedicated a web-page to shooting down one of the documents that Ganser uses as evidence in his book, an infamous memo referred to as FM30-31B. If Ganser's book hinged entirely on one document, then this would be devastating. However, this is not the case.

NATO's Secret Armies was preceded by a BBC documentary in 1992 called GLADIO, that focused on the Italian stay-behind network. The documentary raises many questions, and features key interviews with a variety of people who had first-hand experience with the Gladio network. The documentary is certainly not a Soviet forgery.

The Gladio network seems to have been part of a "Strategy of Tension";

It is probably fair to say that of the roughly six billion people who live on our planet today, far less than one percent has ever heard of the “strategy of tension.” And only a very few of these could illustrate the strategy with specific historical examples. It is indeed a strategy of a shadow world, known only to a few military and intelligence officers (and some criminals) who have carried it out, a few police officers and judges who fought against it, and a handful of journalists and academics who have written about it.

In its essence, the strategy of tension targets the emotions of human beings and aims to spread maximum fear among the target group. “Tension” refers to emotional distress and psychological fear, whereas “strategy” refers to the technique of bringing about such distress and fear. A terrorist attack in a public place, such as a railway station, a market place, or a school bus, is the typical technique through which the strategy of tension is implemented. After the attack—and this is a crucial element—the secret agents who carried out the crime blame it on a political opponent by removing and planting evidence.

It must be noted that the targets of the strategy of tension are not the dead and the wounded of the terrorist attacks, as many might assume. The targets are the political opponents, who are discredited through the attack, and those who remain unharmed but learn of the attack, thereby coming to fear for their lives and those of their loved ones. Since the aims of the strategy are to discredit opponents and to create fear, the real targets are not the people who were killed, whether they number in the dozens or even thousands, but the millions of people who survive physically unharmed but emotionally distressed.

The strategy of tension forms part of what is called “psychological warfare” or PSYWAR. As the term indicates, this form of warfare does not attack human bodies, tanks, planes, ships, satellites, and houses in order to destroy them, but human psyches, human minds. Leaving aside the fact that philosophers, psychologists, neurologists, and theologians have never been able fully to agree on exactly what “the mind” is, we can for our purposes here define it simply as our human ability to think and feel. If a group can get access to our thinking and our feeling without our noticing, it can exercise great power over us. Once we notice that our psyches are being manipulated through psychological warfare, the technique loses some of its effect. (2)


It's hard to believe that these networks would conduct operations against their fellow citizens, but this is seemingly the case, specifically in Italy. Examining the individuals who were involved with the network helps to explain how they could conduct such monstrous acts. In Italy, the notorious P2 Lodge or Propaganda Due, was involved with Gladio. In Germany, the CIA used "former" Nazis to organize stay-behind networks. Somehow, I don't find it difficult to visualize former SS officers engaged in acts of terror against... well... anyone, really;

Between 1949 and 1955, the Central Intelligence Agency organized stay-behind networks of German agents in southwestern Germany and Berlin. The programs, known as Pastime (Berlin) and Kibitz (Southwestern Germany) were designed to provide a source of intelligence from behind enemy lines in the event of a Soviet invasion of West Germany...

...The Kibitz operation involved at least two former members of the SS--Staff Sergeant Heinrich Hoffman, Lt. Colonel Walkter Kopp, whom the CIA referred to as an "unreconstructed Nazi". (3)


The bulk of documentation regarding the stay-behind networks remains hidden, coyly denied, and kept from academics under the aegis of "national security". Ganser concludes in one article;

“Prudent Precaution or Source of Terror?” the international press pointedly asked when the secret stay-behind armies of NATO were discovered across Western Europe in late 1990. After more than ten years of research, the answer is now clear: both. The overview above shows that based on the experiences of World War Two, all countries of Western Europe, with the support of NATO, the CIA, and MI6, had set up stay-behind armies as what was felt was a prudent precaution against a potential Soviet invasion. While the safety networks and the integrity of the majority of the secret soldiers should not be criticized in hindsight after the collapse of the Soviet Union, very disturbing questions do arise with respect to reported links to terrorism.

There exist large differences among the European countries, and each case must be analyzed individually in further detail. As of now, the evidence available suggests the secret armies in the seven countries, Denmark, Finland, Norway, Luxemburg, Switzerland, Austria, and the Netherlands, focused exclusively on their stay-behind safety function and were thus not linked to any acts of terrorism. However, links to terrorism have been either confirmed or claimed in the eight countries, Italy, Turkey, Germany, France, Spain, Portugal, Belgium, and Sweden, demanding further investigation.

In this age of global concern about terrorism, in which secret services are thought of as part of the solution and not as part of the problem, it is greatly upsetting to discover that Western Europe and the United States collaborated in establishing secret armed networks which in the majority of countries are suspected of having had links to acts of terrorism. In the United States, such nations have been called rogue states and are the object of hostility and sanction. Can it be that the United States itself, potentially in alliance with Great Britain and other NATO members, should be on the list of states sponsoring terrorism, together with Saudi Arabia, Pakistan and Iran? Or, alternatively, is it plausible to assume the secret NATO armies operated for years beyond the control of legitimate political authorities?

Today on both sides of the Atlantic, scientists and concerned citizens wonder what must be done in both the United States and the EU to prevent the future abuse of power and the continued manipulation of societies with terror. The data on NATO’s secret armies indicates some of the complexities involved in such questions. Future research will not only depend on an intensified global debate on fear, brutality, and manipulation, but also on courageous individuals who earlier in their life participated in such operations but now step out of the shadows, live up to their highest principles, and for the historical record before their unavoidable own death report their side of the story. (4)


To understand the historical use of terror as a tactic for influencing public opinion is one way to be armed when it is used against you.

it's not just applicable to the Middle East. There may be a certain Democratic Republic familiar to many of us (other than Italy) in which this same strategy was recently applied.

Misinformation about "Gladio/Stay Behind" Networks Resurfaces
Thirty Year-Old Soviet Forgery Cited by Researchers


In December 2005, misinformation resurfaced in Greece claiming, falsely, that a secret ?stay behind? network, which the Greek government had set up with CIA assistance, had committed acts of terrorism. During the Cold War, West European countries set up clandestine ?stay behind? networks, which were designed to form the nucleus of resistance movements if the Soviet Union invaded and occupied Western Europe.

The Greek writer making the claim ? and a Swiss researcher who wrote a 2005 book on the ?stay behind? networks ? both give credence to a Soviet forgery from the 1970s, which has long been publicly identified as a phony document.

?Gladio,? which means ?sword? in Italian, was the name the Italian government chose for the ?stay behind? network it established in the early days of the Cold War. Other West European governments formed similar networks.

During World War II, anti-Nazi resistance movements had sprung up throughout Europe, but supplying them by airdrops and other risky measures had been difficult and uncertain. The ?stay behind? networks sought to avoid such problems by stockpiling weapons in secret caches ahead of time, and recruiting volunteers who would form the core of resistance movements, if needed. The program remained one of the Cold War?s best-kept secrets until it was revealed in late 1990, first in Italy and then in other West European countries.

Soon after the ?stay behind? networks were revealed, some media accounts accused them of misdeeds, including domestic acts of terrorism. In April 1992, some 18 months after Gladio?s disclosure, journalist Jonathan Kwitny wrote in The Nation that, ?evidence so far hasn?t supported initial allegations that the secret armies used their hidden C.I.A.-supplied caches of weapons and explosives to carry out political violence that killed civilians.?

Nevertheless, such claims resurfaced on December 18, 2005, in To Proto Thema, Greece?s best-selling investigative/sensationalist Sunday newspaper, which ran a full two-page story by Kleanthis Grivas, headlined, ?Terrorism in Post-War Europe.? Grivas accused Greece?s ?stay behind? network of several assassinations and bombings.

Some of the claims are clearly absurd. Grivas accused Greece?s ?stay behind? network, known as ?Sheepskin? or ?Red Sheepskin,? which he says was ?organized by Greek special forces and the CIA,? of assassinating CIA station chief Richard Welch in Athens in 1975. Thus, Grivas bizarrely accuses the CIA of playing a role in the assassination of one of its own senior officials.

Grivas also accused ?Sheepskin? of the assassination in Athens of British military attaché Stephen Saunders in 2000, despite the fact that the Greek government stated it dismantled the ?stay behind? network in 1988. In reality, the Greek terrorist organization ?17 November? was responsible for both assassinations.

Thirty Year-Old Soviet Forgery Cited by Researchers

Grivas and other prominent ?stay behind? researchers appear to have been influenced by a bogus text that first surfaced in 1976, a Soviet forgery purporting to be Supplement B to the U.S. Army?s Field Manual 30-31.

The U.S. Army did have a Field Manual (FM) 30-31 in the 1970s, and a ?Supplement A? to it existed, but not a ?Supplement B.? The purported ?Supplement B? was a forgery apparently concocted by the Soviet disinformation service.

Field Manual 30-31B, also known as the ?Westmoreland Manual? because it was purportedly signed by General William Westmoreland, was exposed as a ?total fabrication? in February 1980 hearings before the U.S. House of Representatives Permanent Select Committee on Intelligence. The Committee hearings state:

In February 1976, a photocopy of the bogus FM 30-31B was left on the bulletin board of the Embassy of the Philippines in Bangkok, Thailand with a cover note from an anonymous ?concerned citizen.? This is a typical Soviet bloc practice. Surfacing attracted little attention. FM 30-31B reappeared in 1978 when it was reprinted in two Spanish publications, El Pais (18 September) and El Triunfo (23 September). This was the work of a Spanish communist and a Cuban intelligence officer. Since September 1978, the manual and/or articles concerning it have appeared in the world press in more than 20 countries, including the United States.

The hearings added that, ?in summer 1979, the Soviets prepared Portuguese-language copies of the forgery and covertly circulated them among military officers in Lisbon.? (p. 87)

The forgery was written so that it appeared to offer ?proof? that the United States was the secret sponsor of terrorist acts in foreign countries, stating, in a section on ?Agents in Special Operations:?

There may be times when HC governments show passivity or indecision in the face of Communist or Communist-inspired subversion, and react with inadequate vigor to intelligence estimates transmitted by U.S. agencies. Such situations are particularly likely to arise when the insurgency seeks to achieve tactical advantage by temporarily refraining from violence, thus lulling HC authorities into a state of false security. In such cases, U.S. Army intelligence must have the means of launching special operations which will convince the HC governments and public opinion of the reality of the insurgent danger and of the necessity of counteraction.

To this end, U.S. Army intelligence should seek to penetrate the insurgency by means of agents on special assignment, with the task of forming special action groups among the more radical elements of the insurgency. When the kind of situation envisaged above arises, these groups, acting under U.S. Army intelligence control, should be used to launch violent or nonviolent actions according to the nature of the case. Such actions could include those described in FM 30-31 as characterizing Phase II and III of insurgency.

In cases where the infiltration of such agents into the insurgent leadership has not been effectively implemented, it may help towards the achievement of the above ends to utilize ultra-leftist organizations.

A poor quality copy of the forgery and a declassified cover note describing how it surfaced can be viewed on the Internet.

Grivas and other ?stay behind? researchers have treated the Soviet forgery as if it were a real document.

In Grivas? book, Terrorism: a Privileged Means of Policy Making, he reportedly treats FM 30-31B as if it were authentic. An August 4, 2002 article in the Greek communist weekly Rizospatsis, which stated that it obtained its information from Grivas? book, saw FM 30-31B as evidence that the United States had been behind the upsurge of radical leftist terrorism in Western Europe in the mid-1970s. It stated:

It is worth noting that the implementation of the Manual coincided with a surge in terrorist activity, such as the RAF in West Germany and the Red Brigades in Italy. It is also worth noting that the activities of 17N <17 November> in Greece began in 1975. It was a critical time that had all the characteristics included in the Manual.

Swiss researcher Daniele Ganser, who works at Zurich?s Center for Security Studies, has also been fooled by the forgery. Ganser treats the forgery as if it was a genuine document in his 2005 book on ?stay behind? networks, Secret Armies: Operation Gladio and Terrorism in Western Europe and includes it as a key document on his Web site on the book. Ganser writes, ?FM 30-31B is maybe the most important Pentagon document with regard to the stay-behind armies.? He goes on to speculate that the bogus document may provide the blueprint for terrorist acts that occurred during the Cold War in Western Europe.

Former CIA Director Describes Setting Up ?Stay Behind? Networks

Former CIA director William Colby wrote about his role in setting up ?stay behind? networks in Scandinavia in his 1978 memoir Honorable Men:

One of the main fields of the OPC's work then was planning for the not unlikely possibility of a Soviet invasion of Western Europe. And, in the event the Russians succeeded in taking over any or all of the countries of the Continent ... the OPC wanted to be in a position to activate well-armed and well-organized partisan uprisings against the occupiers. But this time, unlike ... similar OSS paramilitary teams that went in to help the French maquis and other resistance movements during World War II, the OPC didn't want to have to arm and organize those partisans after the occupation, using such dangerous and fallible operations as night flights, supply drops, and parachute infiltrations behind enemy lines. No, this time ... we intended to have that resistance capability in place before the occupation, indeed even before an invasion; we were determined to organize and supply it now, while we still had the time in which to do it right and at the minimum of risk. Thus, the OPC had undertaken a major program of building, throughout those Western European countries that seemed likely targets for Soviet attack, what in the parlance of the intelligence trade were known as ?stay-behind nets,? clandestine infrastructures of leaders and equipment trained and ready to be called into action as sabotage and espionage forces when the time came. (pp. 81-82)

Colby makes it clear that the NATO allies with whom he worked in Scandinavia were full partners in such plans:

? the governments themselves would build their own stay-behind nets, counting on activating them from exile to carry on the struggle. These nets had to be coordinated with NATO?s plans, their radios had to be hooked to a future exile location, and the specialized equipment had to be secured from CIA and secretly cached in snowy hideouts for later use. (p. 82)

Conclusion

A thirty year-old Soviet forgery has been cited as one of the central pieces of ?evidence? for the false notion that West European ?stay-behind? networks engaged in terrorism, allegedly at U.S. instigation. This is not true, and those researching the ?stay behind? networks need to be more discriminating in evaluating the trustworthiness of their source material.

There's plenty of circumstantial evidence pointing to internal subversion - either by stay-behind groups or by terrorists who have infiltrated those groups so deeply that they have taken them over (rather than the other way around). In either case something is very very wrong.

Schmitt and Marshall say that Task Force 6-26 was ‘renamed’ Task Force 121 and moved to Balad.

Balad
is now the largest US airbase in Iraq and is situated in the Sunni Triangle, upon which anti-US-occupation Iraqis lob mortars.


However, Task Force 121 was already in existence. TF121 was formed from TF5 (Afghanistan) and TF20 (Iraq). It is a combination of Air, Army and Navy Special Forces. As of 2004, TF121 was composed of

The TF121 techniques sound like those used by TF6-26 at Camp Nama, Baghdad.


The TF 121 techniques also sound like those ascribed to the “special access program” (SAP),4 discussed in A Chain of Command by Seymour Hersch5 and again in Alfred McCoy’s A Question of Torture.6 Rumsfeld is known to have wanted to wrest control from the CIA. The SAP “is known to only a few officials,” amongst whom appear to be President Bush, Secretary of Defense, Donald Rumsfeld and Stephen Cambone. Please read Jason Miller’s review of McCoy’s book

12. One case in point
- In Belgium an attack took place on a military base. A guard was wounded and weapons were stolen.
- At some point the Belgian military admitted that there has been an exercise that day at that location, but it was canceled at the last moment. Supposedly an actual attack by criminals or terrorists took place at the same time and place were the exercise was planned.
- The stolen weapons turned during a raid at the residence of a leading figure in some "communist" organization.

The Piazza Fontana bombing (Italian: strage di Piazza Fontana) refers to the terrorist bombing on December 12, 1969 in the offices of Banca Nazionale dell'Agricoltura ("National Agrarian Bank") in Piazza Fontana, Milan, Italy, carried out by far-right terrorists. In total, 16 people were killed and up to 90 were wounded. The aim of the attack was to make the public believe that the bombings were part of a communist insurgency, in order to "push the Italian state to proclaim the state of emergency", according to neofascist terrorist Vincenzo Vinciguerra's confessions. This has been called in Italy strategia della tensione.
