They would have to defund the entire government. Bush has other budgets to scavenge. He diverted NOLA's levee fortification money to Iraq. To stop the war by defunding it they would have to shut down the entire government. Even then Bush would probably resort to Sun Tzu. "Never feed your army a third time."

But I was pleasantly surprised that enough people (a majority!) were informed enough to answer the question. It's a pretty amazing piece of data actually, IMO.
