Why hasn't the UN denounced the USA for allowing and encouraging torture?

Why hasn't the UN denounced the USA for allowing and encouraging torture?
A few left leaning groups in America will have no effect if the world does not raise the issue...It is against International Law to torture people so why isn't the International community speaking out about it?

4. Probably for the same reasons Congress has done nothing
Congress at least has the ability to stop the mad man and his minions where the UN can only speak out.

Yet they all stay strangely quite about the whole issue.

I have my suspicions but nothing to back it up.
