No American believes we should all of a sudden let Osama bin Laden or any other terrorist waltz in and take over our country. But the "war on terror" is a rhetorical war. You can't win a rhetorical war. There isn't anything to win. Although you can lose one, simply because by fighting a rhetorical war in the first place you're setting yourself up to lose. Terrorism, which is essentially political violence, will always exist. As long as their are nation states that engage in political action's that piss other people off, irrationally or not, political violence will exist. That doesn't make it right, but that is reality. The best we can do is to intelligently combat political violence through law enforcement, good policy, diplomatic and sometimes military means.

But quitting? That doesn't make sense. Nobody is quitting anything. It's about fighting something properly, not doing something stupid and stubbornly clinging to that failed endeavor because you think it'll somehow work it's way into being right. Nope, it won't. The solution is to not do something stupid in the first place.

Cheney can jaw on all he likes about quitters and traitors, as I'm sure he will. It means nothing. It's like having your car stolen and blaming it on your spouse who warned you not to leave it running with the keys in the ignition.
