Question on the "Phase II" report

Wasn't this the report that was supposed to come out before the election, that Reid through a hissy and took the senate into closed session to force the GOP to release the report, but somehow, that never happened?

Of am I confusing it with the 36 other similar incidences of Dem spinlessness?

1. It was supposed to come out before the 2004 election

but Pat Roberts said it would come out after it...then never got it published at all.
