Levees just worsen flooding for some people while helping some others.

Levees just worsen flooding for some people while helping some others.
They should all be bulldozed down to mean river level and let the water spread out over thousands of square miles instead of a few hundred when the rivers overflow.

I think the amount of property owners and developers will prove just a bit challenging.

2. The use of levees to protect developed areas works only if there is land set aside
to serve as a flood plain. Farming or developing every acre along a river won't work. Setting aside farmland might work IF there was a method in place to compensate the farmer for lost crops and IF the flood water itself is not a toxic brew of fertilizers, herbicides, pesticides and assorted petrochemicals! Land that is occasionally flooded might actually be more fertile. It worked for centuries for the Egyptians!
