President George W Bush lobbyist in ‘cash for access’ row

"...A lobbyist with close ties to the White House is offering access to key figures in George W Bush’s administration in return for six-figure donations to the private library being set up to commemorate Bush’s presidency.

Stephen Payne, who claims to have raised more than $1m for the president’s Republican party in recent years, said he would arrange meetings with Dick Cheney, the vice-president, Condoleezza Rice, the secretary of state, and other senior officials in return for a payment of $250,000 (£126,000) towards the library in Texas.

Payne, who has accompanied Bush and Cheney on several foreign trips, also said he would try to secure a meeting with the president himself.

During an undercover investigation by The Sunday Times, Payne was asked to arrange meetings in Washington for an exiled former central Asian president. He outlined the cost of facilitating such access.

“The exact budget I will come up with, but it will be somewhere between $600,000 and $750,000, with about a third of it going directly to the Bush library,” said Payne, who sits on the US homeland security advisory council.

Why does the Lincoln Bedroom come to mind? I kind of remember something about that during Clinton's reign.

I think it would be a great improvement to bulldoze K Street and clean them out.

6. NO. That is why Abrahmoff got put in jail. It's catching them that is the prob.
Clinton et all were "hoping" that people who might give a lot would feel great about staying in the Lincoln Bedroom, but legally minded their p's & q's.

In the case of these lobbyists like Abrahmoff it was a "written condition" expressed to the person donating for having a meeting with top political people who were "friendly" to the agenda of the people having the meeting. So it was not just, "Do you support the pres and want to donate?" It was, "If you want a meeting, here is the cost."

"Did we hope that the people that came there would support me, particularly after we got into a political season? Of course we did.

"But there was no solicitation during the events and the guidelines, which I believe were made available to you also yesterday in the documents, made it clear that there was to be no price tags on these events," Clinton said.

Asked about the dollar figures that staff members attached to some of the White House coffees, Clinton said they were only projections.

"That's how much they hoped would come out of their endeavors after their coffees were over," Clinton said. "And I think if you will ask them, you'll find out that sometimes they did, and sometimes they didn't."

One of them used to work for Senator Biden:

As accomplished trial attorney, Ettinger has also distinguished himself as an International and government relations consultant including business and commerce, energy related projects; oil and gas, and power production.

His legal experience includes Civil and Business Litigation, International Business Contracting and Negotiations, including: Energy Related Industries and International Lobbying Services for Foreign Governments and Businesses. Approved by Lloyds Club to handle Maritime Claims, Ettinger is also a qualified mediator and arbitrator under the Alternative Dispute Resolution System. He has completed advanced mediator and arbitration training and is registered Lobbyist for the Country of Pakistan on government relations.

Prior experience includes working for the City of Philadelphia as an Assistant to the Mayor of Philadelphia from 1975 to 1979. Also worked on Capitol Hill as a Legislative assistant to US Senator Joe Biden who currently serves as the Ranking Member of the Senate Foreign Relations Committee.


My guess is, because of this past association, (they think?) they still have an "in" with Joe.
