Is The AG The Attorney For The People Or The President?

I always thought he was the people's attorney, yet listening to him this morning with his replies of privilege and he can't disclose a 'client's ' conversation , I wondered. And why, I kept asking myself, did no one, either dem or Con, asked him that.
