No surprise: Another Bush failure.
Bush nominated this dude:

John H. Hill
FMCSA Administrator

John H. Hill was nominated by President George W. Bush to become Administrator of the Federal Motor Carrier Safety Administration (FMCSA) on May 16, 2006. He was unanimously confirmed by the U.S. Senate on August 4, 2006, and sworn into office on August 10, 2006, becoming FMCSA's third Administrator since the creation of the Agency by Congress in 2000.

FMCSA's mission is to reduce fatalities and injuries from crashes involving large commercial motor vehicles. FMCSA works closely with its state law enforcement partners, other U.S. Department of Transportation (USDOT) agencies and its many stakeholders to enforce federal safety and hazardous materials regulations; improve national reporting and compliance monitoring systems; oversee scientific and engineering safety studies; and conduct regional and national safe driving educational campaigns. Blah blah blah blah blah.

This agency was supposed to address problem with commercial truckers who are medically unfit continuing to drive and cause fatal wrecks. The story was on nbc evening news: http://www.msnbc.msn.com/id/3032619/#25786215
