13. I hate it when they use that term
I grew up in a town with this sort of government. I remember helping carry the mics around the hall when I was little. My hometown still governs this way.

The difference is that anyone can go to a real town hall meeting. Not just a bunch of people handpicked for good sound bites and camera shots.
