4. It's bizarre--it's one tactic in a greater war and occupation, and the results
are mixed, arguable, and ultimately not the key to Iraq's stability. But the narrative is "it worked" and they're trying to get Obama to embrace this narrative to his disadvantage. Obama is not playing. Good for him.
