W. is saying: "The United States takes Russia's incursion seriously. Tanks are no answer especially when I can't figure out the question in the first place. In the second, incursion is a tricky word. It sounds like something you're supposed to do in a recipe, but it's not. It's like deceptive and stuff, which means hidden before it jumps out with new meanings of tanks and things. Boots on the ground and like that. Politicians over-running somebody else's country or something. That's why I take it so seriously."
