An idea regarding NASA
Instead of flying costly missions why don't we provide outsourcing for other space agencies? NASA is pretty advanced, and it seems we are ahead of other space agencies. Why don't we let them spend the money, provide the construction and rockets and any astronauts for flights and we sell our services to them. This could provide a good cash from from both Europe and China. We could totally get out of the actual flying and just cash the checks.

they provide the cash, we build everything (yay jobs!), and they send astronauts up with some of ours, for tech reasons
