Anthrax Spin and How BMI Came to Develop Deadly Weaponized Anthrax
Edited on Tue Aug-12-08 01:54 PM by AntiFascist
I just ran across this article which provides a history of bioweapons media spin and related government programs which could explain the FBI's inability to develop a strong case for the anthrax mailings:

MORE ANTHRAX SPIN FROM FBI AND NYT

...

William Broad seems to be the favorite of "investigators" (read FBI) as he has written numerous articles on the anthrax mystery laying out the current "thinking" of those investigators, even when they contradict earlier "leaks."

...

The Patrick interrogation is curious in itself. Patrick is the inventor (or at least holds five secret patents) on the process that developed the unique anthrax spore concentration of one trillion per gram, the same concentration found in the mailed anthrax. He is the former chief of product development of bio-weapons at Ft. Detrick. Patrick also is a consultant to Battelle Memorial Institute (BMI); a CIA connected government contractor. (See this writerís three-part series, "Anthrax, GOCOís and Killer Germs" which covers BMI in depth including its involvement in managing or co-managing four secret government labs including the armyís Dugway, Utah facility where the anthrax is weaponized.)

Patrick is also a close friend and colleague of Ken Alibek. Alibek is the Americanized name of the former number two man in the Soviet Unionís bioweapon program. He "defected" to the U.S. in 1992. At the request of the CIA, Alibek was "debriefed" by Patrick and was subsequently welcomed with open arms into the U.S. intelligence community. Alibek is also a former employee of BMI.

On December 21, 2001 the Columbus (Ohio) Dispatch newspaper reported that FBI Director Robert Meuller had assured Senator Mike DeWine of Ohio that no one with or formerly with Battelle is a suspect. BMI headquarters is in Columbus, Ohio.

The article goes on to describe a puzzling Defense Department program (Project Bachus?) in Nevada, "whose only logical purpose was to buttress the FBI theory of lone individual perpetrators of chemical/biological events". This was disclosed by Judith Miller just seven days before the 9/11 attacks and two weeks before the anthrax mailing to NBC. Another stated objective was to see if a "homemade lab" would have an identifiable signature. The founder is a CFR member and consultant to the CIA.

This project was apparently a failure and was a far cry from making weaponized anthrax. ABC was also given permission to film the story, but they had never done anything with the film.

The article also describes the birth of the "Jefferson Project" where the CIA was tasked with developing a more deadly version of anthrax for testing vaccines, after Russia denied having ever developed such a strain. BMI was chosen to host the project which likely supplied the Dugway Proving Ground in Utah, and which then ultimately supplied Dr. Ivins at Fort Detrick. leveymg provides a detailed report on this here: http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=389x3778301#3783726

Finally the article describes the CIA's Clear Vision project which focused on weapons systems that would deliver the germs. BMI was again chosen for this project, and it is speculated that this is related to "dirty bomb" development.

The article makes the point that the CIA is off limits to the FBI, so all they can do is find a lone suspect who matches their profile.

2. Judy Miller also pops up in the cases of Dr Kelly and Hatfield
Edited on Tue Aug-12-08 02:36 PM by leveymg
Judy seems to have had an inside line into several programs, including the "replica WMD" built by western intelligence agencies of the mythical Iraqi anthrax trailers and the replica Iraqi dirty bombs www.dailykos.com/story/2008/3/27/153157/057/243/484860 , and the replica Russian miniature anthrax bomb. http://www.newhumanist.com/anthrax.html

Interesting that her NYT article and the simultaneous 9/4/01 AP report identified programs involving the CIA, DIA, and UK MOD in programs to build "replica" biowarfare devices that don't seem to have ever really existed except in US and British weapons test centers.

Another interesting coincidence is how many of the scientists carrying out these projects ended up in the morgue or in other extremis.

3. Judy Miller is CIA or involved in some way with
some form of alphabet soup. She's too something to be a reporter. Polished. (No offense, leveymg.)

in DC, Naor Gilon. The two had a shared interest in an Israeli antiquities foundation. She was also mentioned as his friend in a revealing biographic piece I read soon after she became a celebrity, unfortunately, that was scrubbed from the web before I got a chance to make a copy.

She's a player in several dimensions.

6. I wish I had a better way of managing the scrubbings.
They can be useful when they are "revisions" but even so, it's difficult to find the original text sometimes to compare to the new or to the vanished.

5. I also ran across this pre-911 interview of Ken Alibek....
why do I get the impression that he is a double-agent and that the higher powers don't really care?

http://www.homelandsecurity.org/newjournal/Interviews/displayInterview2.asp?interview=2

KEN ALIBEK: The biological weapons program was the most secret program in the Soviet Union. It was more secret, more classified than even the nuclear program, mostly for two reasons. First reason, it was a prohibited activity. The second reason, in the Soviet Union there were three levels of classification: secret level, top-secret level, and special importance. My program had a “special importance level” classification. If someone knew the real purpose of the program, they were supposed to have special importance level of clearance.

...

The problem is, in my opinion, Russia is still retaining its biological weapons capability, specifically at the Ministry of Defense. The Ministry of Defense is maintaining four major research and production sites, which are still active. And what they do is very difficult to say, taking into consideration that Russia has no desire to discuss this issue. They have no desire to open these facilities.

...

HOMELAND DEFENSE: I’ve heard you use the term naïve when describing American attitudes concerning arms control and verification.
KEN ALIBEK: I used a different word: gullible.

...

HOMELAND DEFENSE: Can you talk about how you got here?
KEN ALIBEK: I cannot say. It’s a big secret. Of course nobody wanted me to go, but it was a strange situation. After I started talking to some Americans, I got a call from the KGB, saying, “Would you mind having a talk with us?” Needless to say, I was shocked and scared. In any case, I promised that I would have a meeting with the KGB, but I needed to go to Kazakhstan to see my parents. And they asked me how long I would be away and I said a couple of weeks. And that was fine, because it would probably be impossible for me to leave the country in just a couple of weeks. But then I never came back.

Also, what he says about the Dugway Proving Ground smells like propaganda.

9. Some Ohio politicians are tied to the Religious Right and the Council for National Policy....

which includes other Dominionists potentially tied to election fraud:

http://www.archive.org/details/BobFitrakisFightBackKennethBlackwellandtheCouncilforNationalPolicy

"Blackwell is not the only Ohio Republican with ties to white supremacists, according to Bellant. He found ties between Senator George Voinovich and members of fascist groups formerly from Eastern and Southern Europe living in the Cleveland area.

In 1997, the Free Press disclosed that then-Republican Speaker Pro Tempore of the Ohio House, William G. Batchelder, was listed as a member of the little-known and highly secretive cabal, the CNP. Bellant told the Free Press in 1997, "the CNP is attempting to create a concentration of power to rival and eventually eclipse traditional centers of power in the U.S." Batchelder's wife Alice sits on the Sixth Circuit Court of Appeals and was recently considered for the U.S. Supreme Court."

This webpage includes a long list of failures and coverups for Senator DeWine on the Senate Intelligence Committee:

17. Where to begin?
On September 7, 2002 Judith Miller reported false "leaked" information about the interception of metal tubes bound to Iraq for use in enrichment of nuclear weapons, published as a headline story in the New York Times. It was felt that this reporting added incentive to go to war with Iraq.

http://en.wikipedia.org/wiki/Judith_Miller_(journalist)

"Shortly after Miller's article was published, Condoleezza Rice, Colin Powell and Donald Rumsfeld all appeared on television and pointed to Miller's story as a partial basis for going to war. Subsequent analyses by various agencies all concluded that there was no way the tubes could have been used for uranium-enrichment centrifuges."

Miller has reacted angrily to criticism of her pre-war reporting. In a May 27, 2004 article in Salon, published the day after the Times mea culpa, James C. Moore quoted her: "You know what," she offered angrily. "I was proved fucking right. That's what happened. People who disagreed with me were saying, 'There she goes again.' But I was proved fucking right." This quotation was originally in relation to another Miller story, wherein she indicated that trailers found in Iraq had been proven to be mobile weapons labs. That too was later shown to be untrue. <14>

She also went to jail rather than disclose information about sources that could have aided the Plame investigation. "After having invoked First Amendment journalistic principles in going to jail, Miller was widely derided for saying that she could not remember who gave her the name "Valerie Plame" (presumably a key fact in the case) but that she was sure it didn't come from Libby.<5>"

She also published a story about an impending government raid on an Islamic charity, based on criminally provided information, which may have tipped off the charity and allowed them time to destroy evidence.

She has also reported extensively on the threat of biowarfare and has even written a book - "Germs: Biological Weapons and America's Secret War" together with William Broad who is mentioned in the OP.
