The Democrats want to be nice to Bush so they can win Bush supporters' trust. It ain't gonna happen. Bush supporters don't trust Democrats because the Democrats "act" too nice. So, to some extent impeachment is stalled because Democrats in Congress are afraid of fighting with their gloves off. It is too much of a gamble for many of them.
But, the big question is whether impeachment is possible, whether Congress can satisfy the legal test for impeachment in the Constitution.
Article I, Section 2<5> states
The House of Representatives shall chuse their Speaker and other Officers' and shall have the sole Power of Impeachment;
Article II, Section 4 states
The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other Crimes and Misdemeanors.
The argument could be made that the Bush administration committed treason when it committed our soldiers to a war of aggression in Iraq based on what it knew to be a lie about the Saddam's purchase of uranium in Niger, Saddam's possession of WMDs when the international inspectors had determined that Saddam had destroyed the WMDs and the presence of Al Qaeda terrorists in Iraq -- for which there was no evidence.
There are lists of grounds for impeaching Bush and Cheney. The question is whether those grounds really meet the constitutional standards for impeachment.
The Republicans impeached Clinton for perjury -- a crime.
Bush lies constantly, but not under oath -- so perjury would be difficult to prove.
