13. Not exactly, but the Corp of Engineers has computer simulation models
They can plug in the specifics of a storm, simulate the surge, and model which levees have the highest probability of failure for that specific situation.

Just being better about being on top of the information isn't enough. Prevention and proactive actions (like an evacuation that's handled safely without anyone killing themselves in the panic?) is necessary. Ugh, please quit with the fucking press conferences and actually do your fucking job, Jindal.

if it's a Cat 3 when it hits. They'll hold, but barely. If it's stronger than Cat 3, the levees won't be able to handle it.

17. Well according to Weather Channel
The storm could strengthen to a cat. 4 by the time it makes landfall midday Monday. So if the levees can barely hold a cat 3, they wont hold up to a cat 4, right.
