Should Congress Amend the Buy American Act to Give Preference to US-HQ'ed Contractors?

Some progressive leaders in Congress, including Senator Feingold, have introduced legislation in past Congresses to strengthen and tighten the Buy American Act provisions.

Maybe the Act should be amended to give preference to those contractors who maintain their headquarters within the U.S.

My guess is that it would have solid support from organized labor:

1. Absolutely
No defense contract over $100,000 should be awarded to a contractor that does not maintain its corporate headquarters and records in the U.S.
