These remains you speak of are often little more then bone fragments. They are far more difficult to locate then metals.
A very close friend worked for NYC at the time and she and her husband were setting up all the computer systems in the makeshift morgue area. There were not thousands of bodies like you would think of a body. There were pieces of bodies. I remember her emails from those dark days.
The metal was in the basement. The people were above ground when they came down. Pieces spread over a large area.
The men and women of NYC worked their asses off for months/years. Many are very sick or dead because of it. They worked tirelessly to try and recover remains for the families.
