Why not a stopgap solution for 6 months?
Forget the $700 billion. Allow only temporary emergency measures to be implemented right now. This would prevent the lame ducks from ramming through some self-serving comprehensive bailout terms for which they can't be held accountable once they leave office. It would also give Congress time to research the whole mess, gain input from multiple economists, and explore comprehensive solutions.

Is there any legitimate reason to believe this all has to be done right now by the lame duck Bush administration?

1. The fist thing you have to do when the Administration says HURRY HURRY
Is to stop in your tracks and dig in your heels.. because the haste is designed to make us act in their best interests, not ours.
