When will congress address the lotto ticket crisis that is tearing lower-income America to shreds?
For decades many of us have been investing in the lotto funds which have failed to return high enough dividends. There has been no help for millions of us. We've been left to fend for ourselves.

4. But they're leveraged so much.
I got $5 worth of tickets and didn't scratch them yet. I told Jim that if he gave me a case of the Beer from the grocery where he works that I'd pay him $2 over the normal price when I've scratched the lotto tickets. He used his $2 on tickets and did the same thing with a value meal. And now the whole town has a bunch of lotto tickets that we don't know the value of and we need the money to pay for the products we've used or sold. We need the government to intervene and give us liquidity so that we have time to scratch the tickets and figure out how we're going to pay for all this shit.

6. Well, that's different...
We'll give you $10 for your lot and, when we match up the whole town's tickets, we'll resale them as sanitized, government insured tickets and make a profit for the taxpayers.

What could go wrong?

8. Lotto? Heck, I had Smarty Jones as the last leg of a pick-three...

...going into the Belmont Stakes a couple years back.

On the first two legs I went three deep in the card, and both of them came in.

And then that idiot Canadian jockey wouldn't throttle down on the back stretch, so there was no more horse left in the final furlong.

I've been waiting for my bailout on that ticket for a long time.
