WTF! What that really means is that they (bush/paulson) can do anything they want with the money. Their plan is a blueprint for the biggest heist in the history of the world. Does anyone really trust bush?
And what about this big rush? "We need the money now!" "Crisis" I say give 100 billion now and the rest after the election.
