She's also been criticized by the local semiweekly newspaper for a new policy requiring department heads to get the mayor's approval before talking to reporters. An editorial in The Frontiersman labelled it a ''gag order.''

Emmons, the library director, reached at home, said she couldn't speak without the mayor's approval. None of the remaining department heads could be reached for comment Friday.
