1. I wouldn't say it's new at all.

The Bush Crime Family were behind the original fascists. They not only funded Hitler, but were behind the attempted coup against FDR. And yes, they were involved in setting up 1929 as well.

They might have mixed a little bit of Stalinist Soviet totalitarianism in with it, but it's essentially Hitler's playbook, with a lower body count (though not for lack of trying).
