What WERE the "top secret" tools Woodward was talking about
on Bill Maher last night? He said that the US had used these tools to turn the violence down in Iraq and that it was these top secret tools that had caused the surge to seem to be working.

What is it he could have been talking about?

8. Why would Woodward be let in on major classified information?
Is he actually an undercover agent? Or is he exaggerating and just trying to do anything he can to push a book? Or is he being used by the administration as part of a psyops program to scare potential enemies, foreign or domestic? Considering the fact that the Bush Administration is the most secretive in recent history, I don't understand why he would be let in on something that supposedly turned the tide in Iraq and is a major new tool.

They have a system of super-computers and satellites monitoring all phone calls at all times, and when a certain threshold of 'terrorism' is reached, automated systems of some form drop either missiles or kinetic energy weapons on the source. Kinetic energy weapons have been theorized for years. Take a 12" titanium slug and drop it from orbit at the precise time and its energy will knock out at least a city block. Its intended use was to cut aircraft carriers in half, which a 12" slug would do, traveling that fast.

It was supposedly called "Project Thor", I hope my house isn't obliterated for typing this. But combine that immediacy with picking up a phone a talking...

on the other hand, that's the old way of looking at things. Why not find a way to electrocute the people on the phone.

ring - Hello- Hello this is BBZXZXT! Killed]

A system where people could be killed by simply answering their phones is worthy of the "Manhattan Project" class of projects.

13. Maybe he was referring to this.
"...advanced forms of biological warfare that can 'target' specific genotypes may transform biological warfare from the realm of terror to a politically useful tool."
- Page 60, "Rebuilding America's Defenses," Project For a New American Century's

Everyone focuses on the phrase, "a new Pearl Harbor" in the PNAC document but the above excerpt has always frightened me far more than the Pearl Harbor reference.

15. It's total bullshit: they're just payoffs to the tribal chiefs
under the cover of the sahwa (Awakening) Councils.

The military doesn't want to look like they're paying protection money to the insurgents, so they make up some unverifiable bullshit about "top secret operations" to make you think it's SEAL teams assassinating the insurgent leaders. It's cashiers checks by the bucketful, and nothing more.

16. I actually think it's more sinister than many here think.
Woodward's statement that Maher's "exploding gift basket" wasn't too far from the truth got me thinking.

I remember reading about a technique that various American police forces use to get fugitive criminals and others with arrest warrants out on them, that the police can't find.

What the police does is take ads out, or mailers, or whatever, and tell these criminals that they've won a prize in some local lottery or raffle that they were automatically entered in months ago when they bought something. The notifications tell them to go to a certain location to sign in and "pick up" their prize(s).

When the criminals show up, everything looks legit at first. They sign in, a guy comes out, shakes their hand, and a fake "press" is there to take their pictures. People clap and cheer.

The criminal "prizewinner" is then asked to follow some supposed admin person to another room to sign one last document. In that room, there are a bunch of cops waiting for them, and they are arrested.

So, I think this "exploding gift basket" is something like that.

Insurgents are told they would be paid $1000 USD for "proof" they attacked coalition/American forces. Actual American forces put out this "ransom" as a ruse. The insurgents are told to go to various locations to receive their "reward", bring proof of course. When the insurgents show up, they are either detained by a company of American soldiers, or killed if they resist. In any case, the insurgents are never heard from again.

28. Infiltrated the insurgents through "Al-Qaeda in Iraq"
Hired most of the insurgency to play security, massacred much of the rest through false fronts, killed a lot of people (insurgents and otherwise) with "smart" Predator drones using combined surface/satellite visual and thermal surveillance.

Iraqi government just took over the payoff system, so look for it to collapse again.

Ex-C.I.A. Aides Say Iraq Leader Helped Agency in 90's Attacks

by Joel Brinkley

WASHINGTON, June 8 — Iyad Allawi, now the designated prime minister of Iraq, ran an exile organization intent on deposing Saddam Hussein that sent agents into Baghdad in the early 1990's to plant bombs and sabotage government facilities under the direction of the C.I.A., several former intelligence officials say.

Dr. Allawi's group, the Iraqi National Accord, used car bombs and other explosive devices smuggled into Baghdad from northern Iraq, the officials said. Evaluations of the effectiveness of the bombing campaign varied, although the former officials interviewed agreed that it never threatened Saddam Hussein's rule.
