How does one close an eBay account?

A friend of mine used his personal email a few years ago to purchase an item on eBay for work. It was the employer's account but he used his personal email. He purchased a product from a competitor.

Now he wants to open his own account but that email is "taken," of course, and he cannot get any help from their online help. Someone said that it will take 180 days, but never told him how to close it.

Yes, he will probably set another Yahoo or Gmail email but still, how can he close an eBay account?

(I told him I will ask on DU where there is always someone who has the answer..)
