1 : a mark of identification on the ear of an animal
2 : a distinguishing mark <all the earmarks of poverty>
Those are the two dictionary definitions I found. Neither helps me in understanding the political usage. Could somebody please explain this usage to me. As in, for example, Sarah Palin received $239 billion in earmarks".

This is the first time I have ever posted anything on this subject, which leads me to believe that you didn't check the name of whoever posted the entries you're complaining about.Which means you don't know what you're talking about.
