Need help finding quote from Republican saying they don't want a lot of voters

Need help finding quote from Republican saying they don't want a lot of voters
I've heard this on Thom Hartmann's show a few times. Something about how it's better for Repubs if less people vote. Or it's not in their best interest to have more people vote and the less that do the better for them. I've googled several different words and phrases and cannot come up with anything.

I'd like to find this so post it for a conservative on another site. Does anyone know the quote I'm talking about? If you can help I'd appreciate it. Thanks.

Bad weather on election day favors Republicans.

In 1976 I was taking a psych class at my local community college. On election day that year, the instructor at the beginning of class leaned on the podium and said, "I'm sure all of you know that today is election. I hope that you are all registered to vote, and that you will exercise your franchise today. But for remember that a low voter turnout favors Republicans, and so if you're a Republican, don't vote."

I was the only one in the class who got it. I nearly fell out of my chair laughing, while all of the nineteen year olds around me just looked confused.
