was actually off the base and located in Panama proper. A hospital was built on the base several years after McCain was born.

Even if that is true, however, I don't think the Supreme Court would follow a strict reading of the Constitution in such a case, despite all the "strict constructionist" bullshit the right-wing has been peddling the last thirty years.

The canal zone. Also, his dad was in the military and the family was posted there, and there are exceptions for this.

Furthermore, the canal zone wasn't sovereign US territory. They always maintained their own sovereignty.

It's a moot point because gramps will never get as close to the oval office as he is now.

7. Military Hospital
A military base in foreign territory is considered to be a part of the basing nation, not the host nation, for birth certificate purposes. My brother was born on an Air Force base in Spain, and while for years we joked that he would be getting a letter in Spanish informing him that he was a draftee of the Spanish Armed Services, he is legally considered to be American (same holds true for US Embassies of course).
