Officials in Maricopa County will spend up to $2.3 million on gift cards next year at a time when the county is reeling from steep declines in revenue, preparing to slash budgets and likely to lay off employees.

The board, which approves spending, quickly OK'd the purchase in a 4-0 vote Thursday, hours after its members got bad news from economists who predicted a shortfall of $58 million this year and $99 million next.

The county held off on giving raises, unlike other Valley entities. For some county employees, the gift cards could replace a raise altogether, Wilson said.
